Failed to execute status 13

I am getting this error
Failed to execute status 13
Car is a 2017 Giulia Veloce 2.0
It happens when I try to activate any of the Engine actuators e.g. Cooling fan, AC clutch etc.
I have a OBDLink MX+ OBD2 Bluetooth and these cables

I get the same error using either interface.
Registered version of Multiecuscan.
I can activate these actuators using the OBDLink MX+ OBD2 Bluetooth adaptor and AlfaOBD app on my phone, so I think it is the Laptop or the Multiecuscan program.
HP 2570P Laptop, Windows 10
Anyone have any ideas?

I have moved my installation and license of Multiecuscan to a different Laptop. Same results. Tested with all the 6 different colored crossover cables as well, the green one will let me access some actuators but not all.
