Fiat 500 Dash Lighting Question (non TFT)

Hi all. I am glad to have a resource like this software and this forum - I have learned so much in my short time here.
I am working on a North American Fiat 500 Abarth 2013 model. I have a working cable set and a licensed version of 4.4
My question is regarding the backlighting of the stock gauge cluster.
With anything less than peak daytime sunlight, the speedometer is not very visible. It is necessary to turn on the headlights just so the speedometer is visible.
I have detailed pictures to explain this situation, but am having difficult with the upload.
I would like to enable the gauge cluster backlight without running the headlights.
My direct question is: Is there a way to enable the dash backlighting within the Hex code?
