Connection issue win7

I'm having trouble connecting with a sony vaio laptop, running win7, using an ELM cable. I have the multiscan v5 loaded.

I have plugged a usb mem stick and confirmed that can see it so I think the usb port is working. I have an ELM cable I know works from another laptop running xp.
With the working ELM cable plugged in, car key switched on, I try scanning in multiecuscan, it reports "Index was out of range, Must be a non-negative and less the size of the collection". Unsprisingly, When I 'test' the interface it just says it has timed out and when I connect it say connection failed, the operation has timed out.

Any Ideas please ?
