263 Doblo 1.3 build year 2019, cant change parameters

Hi,
I have a Doblo 1.3JTD with the following registration:
Brand FIAT
Type 263
Variant ZXT1A
Model SN2DN
Name FIAT DOBLO'
Build date 20-03-2019
Bore 1248 cm³
I have a USB ELM reader with the yellow cable. I can connect to all the modules, reader parameters and change some parameters but not all. For instance I would like to turn the seatbelt alarm off as it is really really annoying high pitch sound.
When I try todo this MES says failed.
Also I cant seem to connect to the uconnect radio. I have a VP1 (the one with the orange display) and no matter which unit I select it doesn't connect.
Am I doing something wrong or it there something wrong with my ELM? I would like to know before investing in a more expensive device.
