Grande Punto Fan Speed TEST

Is this normal that speed-2 is faster than speed-3 and that in both these speeds fan turns ON and OFF several times instead of running with constant speed?

I'm asking because recently the service had replaced a fan "resistor" because in my car because, as I was told, only the maximum fan speed was working.
