Not to my knowledge.
Multiecuscan (FES) is able to operate/test EGR valves (via 'acutator' function) but that is all.
To close the EGR most probably requires an ECU software update which FES is not designed to do.

As i know, it's not possible.
Closing EGR it's kind of chipmod thing that FES is not made for.
