Have you ever seen this elm327 1.5 PCB ? USB communication is ok but no connection to OBD (tested on a Fiat Punto 1.3 JTD Blue&ME 2011 and with EasyOBD, with and without adapter 3 (yellow)). No result with "Scan for Interfaces" feature in Multiecuscan settings. Where is the resistor to cut ? (R14???...
