If you plan to sell software you've created it makes sense for it to run on the most popular OS, Windows. Maybe it's the most common, but it's dying and it's a crap !!! Android and iOS will give a lot more customers... I agree that it's easy to port from .NET to WinMo, but in fact it's almost usele...

The OBD connector is always powered by vehicle battery and it's not switched. Your risk is to discharge the battery...
